Negotiations for the Bayanihan 3 bill are still ongoing

Lawmakers and economic managers of the Duterte administration are still negotiating for the Bayanihan 3 bill.

According to House Committee on Ways and Means chairman Joey Salceda, the leadership of the House and the economic managers have been “mutually sold” to some forms of the Bayanihan 3 proposal.

According to Salceda, the Lower House has also reduced its funding request for the Bayanihan 3 bill to P170.1 billion, which will be allocated for responding to the COVID-19 pandemic and aid for Filipinos.

On the side of the Department of Budget and Management (DBM), Salceda said it has already found at least 5 percent of the requested funds.

Salceda added that another option has been discussed to fund the third Bayanihan but the “unobligated items” will be abandoned in the 2021 budget.

He said the Bayanihan 3 bill states that it will give the President the power to abandon unobligated items, and realign for pandemic response and economic relief particularly aid.

Salceda reiterated that the Bayanihan package is important to speed up the response to the COVID-19 pandemic, and to revive the country’s economy.
